WASHINGTON, July 29 -- Sen. Peter Welch issued the following press release:

U.S. Senator Peter Welch (D-Vt.) today filed an amendment to the Lindsey O. Graham Sanctioning Russia and Iran Act to remove language in Section 113 of the Act that could enable the Trump Administration to impose tariffs on any country, for any reason.

As written, the legislation grants President Trump new authorities to impose massive tariffs on countries that 'facilitate' Russia oil sanctions evasion. However, in practice, the President could impose tariffs of up to 100% on nearly any country, taking this Constitutional authority out of the hands of Congress.
