U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) and U.S. Rep. Bobby Scott (D-VA-03) applaud a $310.2 million federal loan awarded to the Hampton Roads Transportation Accountability Commission (HRTAC) to fund the construction and implementation of much needed express lanes, a free-flowing toll system, and a new flyover ramp that together will help ease traffic congestion in the area. This Transportation Infrastructure Finance and Innovation Act (TIFIA (https://www.transportation.gov/buildamerica/financing/tifia)) loan is awarded to the Hampton Roads Express Lanes Network 2026 Project by the Department of Transportation's Build America Bureau.
