ALEXANDRIA, Va., March 3 -- United States Patent no. 12,564,716, issued on March 3, was assigned to THE UNITED STATES GOVERNMENT AS REPRESENTED BY THE DEPARTMENT OF VETERANS AFFAIRS (Washington) and The Regents of the University of California (Oakland, Calif.).
