"Regulation-based electronic message routing" was invented by Jason Crabtree (Vienna, Va.), Andrew Sellers (Monument, Colo.) and John Uchiyama (Herndon, Va.).
According to the abstract* released by the U.S. Patent & Trademark Office: "A system for regulation-based electronic message routing using an expanded open system interconnection ("OSI") model. Information regulations and information policy rules comprise three additional layers beyond the standard seven-layer OSI model from a data store. Electronic messages are routed using a handling policy rule generator to validate destination, storage, and transport."
