According to the abstract* released by the U.S. Patent & Trademark Office: "Systems and methods of analyzing the luma statistics or chroma statistics to correct for image artifacts in decoded images. Video decoder circuitry may enable luma statistics collection circuitry housed in the loop filters to collect luma samples during the last stage of the decoding process.
