"Personal emergency alert assembly for drowning" was invented by Jacques Obas (Inwood, N.Y.).

According to the abstract* released by the U.S. Patent & Trademark Office: "An emergency alert assembly for alerting people to a drowning or other emergency near an individual wearing the apparatus includes a belt and an alert device attached to the belt. The alert device includes a balloon and a gas tank which selectively fills the balloon with gas that is less dense than air. When filled with the gas, the balloon moves out of the housing and serves to indicate a location of an emergency such as a drowning."
