"Urethane cement retainer" was invented by Brad Scoggins (Odessa, Texas).

According to the abstract* released by the U.S. Patent & Trademark Office: "A system and method for a urethane cement retainer. A urethane cement retainer has various components. When these various components comprise urethane where feasible, or a drillable metal, the retainer can be easily placed and quickly drilled if necessary."
