"Mr. President, recent reports suggest that widespread fraud has taken root in the state of Minnesota.
"Prosecutors say that 'industrial-scale fraud' has affected at least 14 federally funded programs in the state.
"And since 2018, $9 billion or more may have been stolen from these programs - stolen from taxpayers and from the people in need that these programs were meant to help.
