The rule was published in the Federal Register on Jan. 8 by Araceli Billoch Colon, Chief, Regulatory Analysis and Rulemaking Support Branch, Division of Rulemaking, Environmental, and Financial Support, Office of Nuclear Material Safety and Safeguards.
