Senators Edward J. Markey (D-Mass.), Chris Van Hollen (D-Md.), Sheldon Whitehouse (D-R.I.), and Congresswoman Debbie Dingell (D-Mich.) welcomed the decision by the U.S. Court of Appeals for the District of Columbia Circuit to reinstate a prior administrative stay blocking the Environmental Protection Agency (EPA) from clawing back legally obligated funds from the Greenhouse Gas Reduction Fund (GGRF) as the full active bench of the D.C. Circuit prepares to rehear the case early next year.
