U.S. Senator Lindsey Graham (R-South Carolina) this week attended the White House ceremony where Major James Capers Jr., a South Carolina Vietnam War veteran, received the Medal of Honor.

The Medal of Honor, the nation's highest military honor, must be presented to the recipient within five years of the recognized action unless Congress waives this criterion. Senator Graham introduced legislation in the Senate to drop the statutory time requirement for Major Capers and worked with U.S. Representative Ralph Norman (R-South Carolina) to ensure the final bill made it to President Trump's desk.
