The rule was published in the Federal Register on July 6 by Patrick C. Burkett, Captain, U.S. Coast Guard, Captain of the Port Maryland-National Capital Region.

Summary: The Coast Guard is establishing a temporary special local regulation (SLR) for certain waters of the Tred Avon River near Oxford, Maryland.
