The proposed rule was published in the Federal Register on May 5 by Randy L. Preston, Captain, U.S. Coast Guard, Captain of the Port Ohio Valley.

Summary: The Coast Guard is proposing to establish a temporary special local regulation (SLR) for certain navigable waters of the Ohio River.
