WASHINGTON, Feb. 27 -- Bureau of Ocean Energy Management has issued a notice called: Notice of Intent To Prepare a Programmatic Environmental Impact Statement for Proposed Oil and Gas Lease Sales in the Northern, Central, and Southern California Program Areas.
