40,000 Uttarakhand madrasa students to be part of mainstream educationDehradun, Feb 6 (UNI) More than 40,000 madrasa students in Uttarakhand will now be part of the mainstream educational system in the state following the abolition of the Uttarakhand Madarsa Board by the Pushkar Singh Dhami government. Religious education will be allowed after regular classes are over.Minority community students belonging to 452 disbanded madrasas in Uttarakhand will now join the mainstream education system under the Uttarakhand Education Board curriculum soon to be implemented in these institutions.Once their affiliation with the state education board is formalised certificates of the students graduating from madrasas will now be valid for government jobs.This will benefit more than 40,000 students enrolled in nearly 452 madrasas registered with the Uttarakhand Madarsa Board rendered dysfunctional after formation of the Uttarakhand State Minority Education Authority (USMEA) recently by the Dhami government.Notably, nearly 43,000 minority community students have completed their Islamic education courses Munshi, Moulvi, Alim (Arabic-Persian), Kamil and Fazil from madrasas legally operational in the state. However, these courses are not recognised by the state education board. Consequently madrasa students were not qualified for government jobs.Efforts of the Uttarakhand Madrasa Education Board set up in 2016 to obtain sanctity of its certificates at par with mainstream school education board were unsuccessful. Mufti Shamoon Qasmi, Chairman Uttarakhand Madrasa Board, stated that the want of parity between the two boards prevented the students of minority institutions to use their educational certificates for employment. "However once affiliated to the State Education Board madrasa certificates will also be qualified for employment in government departments and establishments."Meanwhile, Parag Madhukar Dhakate, special secretary to the state minority welfare department, said that madrasas seeking affiliation to the Uttarakhand Education Board will be required to meet its standards and parameters in all forms. "Madrasa managements claiming to impart primary and secondary level education must satisfy their respective benchmarks and standards as set by the state education board," said Dhakate.Dhakate informed that madrasa students will have to study mainstream subjects in regular classes as prescribed in the curriculum of the Uttarakhand board. They will however be allowed to seek religious education after regular classes are over. According to Dhakate, the content of the religious education will be determined by the USMEA.UNI PRI SAS RNदेहरादून, 06 फरवरी (वार्ता) उत्तराखंड में पुष्कर सिंह धामी सरकार के उत्तराखंड मदरसा बोर्ड को समाप्त किए जाने के बाद अब राज्य के मदरसों में शिक्षा हासिल कर रहे 40हजार से अधिक छात्र राज्य की मुख्यधारा की शिक्षा प्रणाली का हिस्सा बनेंगे। इन छात्रों को अपनी नियमित कक्षाएं समाप्त होने के बाद धार्मिक शिक्षा प्राप्त करने की अनुमति होगी।
उत्तराखंड के बंद किए गए 452 मदरसों के अल्पसंख्यक समुदाय के ये छात्र अब उत्तराखंड शिक्षा बोर्ड के पाठ्यक्रम के तहत मुख्यधारा की शिक्षा प्रणाली को ग्रहण करेंगे। राज्य शिक्षा बोर्ड के साथ इन मदरसों की संबद्धता औपचारिक होने के बाद, मदरसों से उत्तीर्ण होने वाले छात्रों के प्रमाण पत्र अब सरकारी नौकरियों के लिए मान्य होंगे।
इससे धामी सरकार द्वारा हाल ही में गठित 'उत्तराखंड राज्य अल्पसंख्यक शिक्षा प्राधिकरण' के बाद निष्क्रिय हो चुके मदरसा बोर्ड में पंजीकृत लगभग 452 मदरसों के 40,000 से अधिक छात्रों को लाभ होगा।
उल्लेखनीय है कि अल्पसंख्यक समुदाय के लगभग 43,000 छात्रों ने राज्य के कानूनी मदरसों से मुंशी, मौलवी, आलिम (अरबी-फारसी), कामिल और फाजिल जैसे इस्लामिक शिक्षा पाठ्यक्रम पूरे किए हैं। हालांकि, इन पाठ्यक्रमों को राज्य शिक्षा बोर्ड द्वारा मान्यता प्राप्त नहीं थी, जिस कारण ये छात्र सरकारी नौकरियों के लिए पात्र नहीं थे।
वर्ष 2016 में स्थापित उत्तराखंड मदरसा शिक्षा बोर्ड के प्रमाण पत्रों को मुख्यधारा के स्कूल शिक्षा बोर्ड के समकक्ष मान्यता दिलाने के प्रयास अब तक असफल रहे थे। उत्तराखंड मदरसा बोर्ड के अध्यक्ष मुफ्ती शमून कासमी ने बताया कि दोनों बोर्डों के बीच समानता की कमी के कारण छात्र अपने शैक्षिक प्रमाण पत्रों का उपयोग रोजगार के लिए नहीं कर पा रहे थे। हालांकि, राज्य शिक्षा बोर्ड से संबद्धता मिलने के बाद मदरसा प्रमाण पत्र भी सरकारी विभागों और संस्थानों में रोजगार के लिए मान्य होंगे।
