New Delhi, Aug. 13 -- The United Nations Security Council has officially attributed the November 2025 car bomb attack near Delhi's Red Fort to Al-Qaida in the Indian Subcontinent (AQIS), according to the 38th report of the Council's Analytical Support and Sanctions Monitoring Team, published this week.

The report describes AQIS as an organisation that has moved beyond a fragmented structure to become a regional terrorist entity, building out logistics and financial networks while operating through small, decentralised cells rather than large formations.
