Manila, July 24 -- US Secretary of State Marco Rubio said that Cuba's economic crisis could not be resolved without political change, while declining to spell out Washington's strategy for the communist-run island.
Responding to questions during a press conference in Manila, Rubio said Cuba's leadership lacked the ability to reform the country's economy and remained unwilling to abandon what he described as a failed political system.
Asked what kind of political change the United States wanted in Cuba, Rubio replied: "You want me to give you details on our plan?
