Nagpur, Nov. 8 -- The Public Works Department (PWD) has come forward to justify the substantial sums being spent on the upkeep and renovation of ministers' residences at Ravi Bhavan in Nagpur, asserting that the expenditures are both necessary and proportionate to the condition of the ageing properties.
