Bhubaneswar, June 13 -- The Odisha Cabinet has approved a proposal to impose minor penalty proceedings against government employees who fail to submit their Annual Property Returns (APR) within the prescribed deadline.
The Cabinet meeting, chaired by Chief Minister Mohan Charan Majhi, approved amendments to the Odisha Government Servants' Conduct Rules, 1959, aimed at strengthening compliance and accountability in property disclosures by government employees.
Official sources said Rule 21(4) of the Odisha Government Servants' Conduct (Amendment) Rules, 2021 mandates all government servants to file their Annual Property Returns online through the Human Resource Management System (HRMS) portal by January 31 every year.
