Bhubaneswar, Nov. 15 -- BJD supremo and former Chief Minister Naveen Patnaik has congratulated BJP candidate Jay Dholkia for winning the Nuapada Assembly by-poll.
In a statement, Patnaik said he sincerely hoped that Jay Dholkia would honour the people's mandate by bringing meaningful development to Nuapada.
