New Delhi, Feb. 2 -- Proceedings in the Lok Sabha adjourned till 3 pm amidst a ruckus in the House over a ruling by Speaker Om Birla, which barred Leader of Opposition Rahul Gandhi from referring to a book or magazine while speaking on the Motion of Thanks for the President's address.
Gandhi tried to question the ruling that barred him from quoting a magazine and an unpublished book by a former army chief.
