New Delhi, July 21 -- Congress President and Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge on Tuesday announced that he would not celebrate his birthday, saying the country was going through "painful circumstances" following the police action against students protesting repeated examination paper leaks.

He called for accountability from the Centre, a full discussion in Parliament on the issue, and the resignation of union Education Minister Dharmendra Pradhan.
