Thiruvananthapuram, April 7 -- As Kerala prepares to go to the polls on April 9, Chief Electoral Officer Dr. Rathan U. Kelkar, IAS, has urged citizens to actively participate in what he described as the "festival of democracy," stressing that every vote counts in shaping the nation's future.
