Chandigarh, Oct. 5 -- Haryana Information and Public Relations Commissioner and Secretary K.M. Pandurang on Monday called for the establishment of a fully equipped institution in Panchkula to provide education, healthcare and training to children with special needs.
Pandurang was speaking at an event at Mata Mansa Devi Gaushala, marking the 13th anniversary of the Panchkula Gaushala Trust and the third anniversary of the "Kalam Express" initiative.
"The talent of children with special needs cannot be confined by limitations. Their physical challenges do not define their potential," Pandurang said.
