Paraguayan midfielder Florentin put the visitors ahead by heading in at the far post after Luciano Gomez's cross from the left flank on Monday.
The hosts controlled almost two thirds of possession but lacked a cutting edge in attack, managing only two shots on target for the match.
Independiente Rivadavia is now third in the 15-team Zone B standings with 17 points, five ahead of 11th-placed Barracas Central, according to Xinhua.
