Bengaluru, Sept. 6 -- Following the Karnataka government's announcement of going for paper ballots for its local body polls, former Prime Minister and JD(S) supremo HD Deve Gowda today underlined that the Election Commission of India (ECI) should not take unilateral decisions on the conduct of polls, and asserted that consultations with political parties as well as the union government were essential.
