Shimla, Nov. 7 -- The Himachal Pradesh Congress today completes one full year without a formal organisation - a political irony that has left the grand old party looking like, in the words of one insider, "a soul without a body."Exactly a year ago, on this day, Congress national president Mallikarjun Kharge dissolved the party's entire state structure - from the Pradesh Congress Committee to district and block units - with the promise that a new organisation would be announced "very soon."One year later, that promise remains unfulfilled.
