Washington, Nov. 20 -- The Trump administration is renewing efforts to end Russia's war in Ukraine, with a reported 28-point peace plan that has surprised Kyiv's supporters in Congress and prompted one Republican to warn against what appears to be a largely pro-Moscow proposal.
The plan was reportedly worked out by President Trump's top envoy for peace negotiations, Steve Witkoff, along with Trump allies Jared Kushner, Vice President JD Vance, and Secretary of State Marco Rubio, in coordination with Kirill Dmitriev, a close associate of Russian President Vladimir Putin and discussed with only a few top senior Ukrainian officials.
