Mumbai, May 11 -- Maharashtra Congress President Harshvardhan Sapkal said here on Monday that Prime Minister Narendra Modi's advice to the people regarding reducing the use of petrol-diesel, buying of gold, fertilizers, and consumption of edible oil, "is proof that he has utterly failed in running the country".
