Panchkula, July 24 -- The Central Government has proposed that ownership transfers will only be allowed if the vehicle has a valid Registration Certificate (RC), Insurance Certificate, and Pollution Under Control (PUC) certificate, and is clear of any pending traffic challans or unpaid user fees, as per draft amendments from the Ministry of Road Transport and Highways.
The government has opened the proposed changes to the Central Motor Vehicles Rules, 1989, for public feedback. Stakeholders now have 30 days to share their objections or suggestions before the rules are finalised.
