Patna, Nov. 11 -- An estimated 31.38 percent electorate exercised their franchise during first four hours in second and final phase of Bihar assembly elections where polling was in progress amid tight security arrangements.

According to office of Chief Electoral Officer (CEO), an estimated 31.38 percent electorate exercised their franchise in first four hours of the polling.
