India, July 28 -- Former FBI Director James Comey formally asked a federal judge Monday to dismiss the indictment charging him with threatening to kill US President Donald Trump over a photograph of seashells on a North Carolina beach, arguing that a widely circulated political slogan arranged in sand cannot legally constitute a "true threat" and that prosecuting him for the post would itself be an unconstitutional punishment of free speech.
