India, Sept. 20 -- The Asian Infrastructure Investment Bank (AIIB), based in Beijing, operates under Articles of Agreement requiring that its officers not be influenced by the political character of any member, and that only economic considerations bear on their decisions.1 That is not its actual practice, however. The Chinese Communist Party (CCP) drove the creation of the AIIB, co-founded the New Development Bank (NDB) with its BRICS (Brazil, Russia, India, China, South Africa) partners, and led the formation of the Shanghai Cooperation Organization (SCO) out of the Shanghai Five.
