They noticed talented graduates slipping away, and instead of just watching it happen, they built fellowship programs that gave young researchers a real reason to stay.

Clear funding, defined roles, strong mentors, the whole system worked because someone actually designed it to work.

So the question worth asking is simple: if the West could crack this problem, why has Kashmir struggled so much with the very same thing?

Part of the answer comes down to coordination, or the lack of it.

Universities in the valley operate, classrooms fill up, and professors teach their courses. Nobody has connected these pieces into something bigger, though.
