New Delhi, Oct. 15 -- Qatar's emir told his Shura Council on Tuesday that what has happened in Gaza is "undoubtedly a genocide." On Wednesday he landed in Baku for a summit whose guest list includes the president of Israel.

Azerbaijan's presidency said he met President Ilham Aliyev on Wednesday and congratulated him on Azerbaijan's chairmanship of the group. TEH covered the Emir's Shura Council speech in full.

Nothing published so far says whether the Emir and Herzog will meet. The summit opens on Thursday.
