New Delhi, Sept. 25 -- Abdullah Al-Sabah addressed the United Nations General Assembly in September 2026 as the foreign minister of a state whose entire modern existence is a product of American military intervention. Kuwait was occupied in August 1990 and liberated in February 1991 by a US-led coalition that expelled Iraqi forces in 100 hours. The American military presence that made that liberation possible has never fully departed.
