France, Sept. 23 -- The 12-point programme announced on Tuesday focuses on training, support for businesses, social dialogue and working conditions, with particular attention paid to small and medium-sized enterprises and apprentices.

The ministry says French companies remain relatively slow to adopt AI, raising concerns that new inequalities could emerge between larger firms with the resources to invest in the technology and smaller businesses that risk being left behind.

According to national statistics agency INSEE, 18 percent of French businesses used at least one AI-related technology in 2025 - around half the rate recorded in Europe's most advanced countries.
