Nepal, April 26 -- Khanal made it clear the rules won't just sit in a dusty file. He said the diplomatic code will apply equally to everyone, from the prime minister and ministers to all public office holders. To make that happen, the government has even arranged training programs, presumably because common sense needs a refresher course.

" We have arranged training to ensure that the diplomatic code is applied equally to the prime minister, ministers, and others," he said.

He emphasized that everyone must follow diplomatic norms, not just when it is convenient or politically useful.
