Kathmandu, Aug. 6 -- There is currently a blame-shifting situation among leaders and civil servants concerning a significant error in the report on the Federal Civil Service Bill, 2080 BS.
Despite investigations aimed at identifying who is responsible for the problematic language in the bill-specifically concerning the provision for a two-year 'cooling-off period' after resignation or retirement-no one has been identified as the culprit.
Although the report prepared by the committee raised questions about the ethics of Ramhari Khatiwada, Chairperson of the State Affairs and Good Governance Committee, and Chief Secretary Eknarayan Aryal, both have denied responsibility and distanced themselves from the fault.
