Manila, July 29 -- House of Representatives Speaker Ferdinand Martin Romualdez on Tuesday declared a new era of transparency and public accountability in government budgeting, unveiling historic reforms that include opening the traditionally closed bicameral conference committee (bicam) to civil society observers.
