Manila, Aug. 15 -- Manila 6th District Rep. Bienvenido Abante Jr. said on Saturday that changes proposed by lawmakers to the annual national budget should be called Constitutional amendments rather than automatically being branded as insertions.

"Actually, dapat ang tawag diyan, amendments, hindi kaagad insertion yun - (it) should be, actually constitutional amendments, according to what the Constitution says (Actually, that should be called amendments, not automatically insertion - [it] should be, actually constitutional amendments, according to what the Constitution says)," he said at a news forum in Quezon City.
