TACLOBAN CITY, Nov. 21 -- Newly appointed Regional Development Council (RDC) - Eastern Visayas chairperson Leyte Governor Carlos Jericho Petilla has laid out a governance agenda centered on digitalization, transparency, and data-driven planning.
