Manila, Sept. 21 -- The Baguio City Council is considering a proposed one-year cooling-off period before newly retired workers from the public or private sector can be rehired by the city government.

The measure, authored by Councilor Van Oliver Dicang, seeks to create more opportunities for younger and middle-aged professionals to enter government service while promoting generational renewal, leadership succession and merit-based hiring.

The proposed ordinance has passed second reading and is ready for publication, Dicang said in an interview Monday.

Under the measure, retirees would be barred from being reappointed or employed by the city government in any capacity for one year after retirement.
