CADIZ CITY, Oct. 14 -- The completion of the PHP78.9 million worth of infrastructure projects in the peace and development community of the Kapatiran Para sa Progresong Panlipunan (Kapatiran) in the upland villages of Celestino Villacin and V.F. Gustilo in this northern Negros city has transformed the lives of former breakaway rebels as well as residents of adjacent farming communities.

The projects, implemented under the PAyapa at MAsaganang PamayaNAn (PAMANA) program, are part of the national government's commitment in its peace agreement with the Rebolusyonaryong Partido ng Manggagawang Pilipino/Revolutionary Proletarian Army-Alex Bongcayao Brigade (RPM-P/RPA-ABB)-Tabara Paduano Group, which has 73 beneficiaries residing in the area....
