TACLOBAN CITY, July 16 -- Biliran Governor Rogelio Espina welcomed the turnover of a mobile command and control vehicle (MoCCoV) from the Department of Science and Technology (DOST), describing it as a major boost to the province's disaster preparedness and emergency response capabilities.

The PHP18 million mobile incident command center is expected to enhance coordination, communication, and decision-making during emergencies, particularly when disasters disrupt conventional communication systems.
