Manila, Oct. 27 -- A police lieutenant colonel was nabbed for illegally bringing out a detainee from a jail facility in Caloocan City.
A report submitted to Camp Crame said the suspect, Lt. Col. Emmanuel Gomez, chief of Northern Police District Special Operations Unit (NPD SOU), was arrested on Sunday night.
