LAOAG CITY, Oct. 4 -- The Cagayan River's water level continued to rise on Saturday, submerging more villages in floodwater due to inclement weather.

As of 3 p.m., the water level at the Tuguegarao City Gauging Station at Buntun Bridge reached the critical level of 9 meters.

Tuguegarao Mayor Maila Ting Que said forced evacuation may be implemented in low-lying and flood-prone areas.

"Farmers na naman ang kawawa nito. Wala man ang bagyo sa atin, we are the catch basin talaga (Farmers will again bear the brunt. While the typhoon did not pass here, we are the catch basin)," Que said in her Facebook post.
