LEGAZPI CITY, July 13 -- Defense Secretary Gilbert Teodoro Jr. on Monday urged Bicolanos to preserve the legacy of late Albay congressman Carlos "Papay" Imperial by strengthening education, research, innovation and regional resilience during the unveiling of the lawmaker's memorial bust at Bicol University here.

The ceremony coincided with the celebration of Imperial's 95th birth anniversary and recognition of his role as one of the university's founding fathers.

In his speech, Teodoro said the best way to honor his legacy is not merely through commemorative activities but by continuing the ideals that inspired the establishment of Bicol University.
