What is actually different this year
The timing. This is a Proactive Winter Air Quality Management Framework with fixed calendar dates, notified as a permanent annual plan running November to February.
Delhi has spent a decade responding to winter air with GRAP - an emergency system that triggers restrictions after the AQI has already crossed thresholds. By then the particulate load is in the air and people have been breathing it for days.
Acting on a date rather than on a reading is the change. Whether it works is a separate question, but...
