Punjab, Sept. 22 -- Home Minister Amit Shah set a target of a drug-free India by 2029 at the third national conference of Anti-Narcotics Task Force heads in New Delhi, calling for criminal drug networks to be dismantled rather than merely disrupted.

The framing

Dismantling a network and seizing a consignment are different operations, and the distinction is the whole substance of the speech.

Seizures are countable, publishable and largely replaceable - a network absorbs the loss and reroutes. Dismantling requires financial investigation, prosecution that survives appeal, and coordination across states. It produces far fewer photographs.
